If no SIM card is installed on a Touch device, it's not possible to make
emergency calls.

Note - this is a tricky bug to reproduce as to do it safely, requires a
modified version of ofono which reports non-real-world emergency
numbers.  It would be a great idea to add a test hook to override the
SIM emergency numbers for just this reason.
