/build/buildd/charls-1.0/encoderstrategy.h:81: void
EncoderStrategy::AppendToBitStream(LONG, LONG): Assertion `bitpos >=0'
failed.

I encountered it in DCMTK, and found this thread
http://forum.dcmtk.org/viewtopic.php?f=1&t=3412 mentioning it, and
containing links to the upstream report here
http://charls.codeplex.com/workitem/10742 . I couldn't verify if the
patch is in the source because I couldn't clone the repo.
