I have found a different fix and work around for this. change the 2 lines of each shortcut in ~/.config/openbox/lubunturc.xml
<command> lxsession-default launcher_manager</command> to <command >lxsession-default launcher manager</command> with the space and then it works. Oh and run openbox --reconfigure to reload the configuration files for your new openbox configuration. This also affects utopic.
