/proc/interrupts exists on all Ubuntu systems. It seems to me that you're running some kind of modified version of Ubuntu if you don't have one. I suggest that you take this up with your hosting provider. Since this doesn't appear to be a bug in Ubuntu, I'm marking this bug Invalid.
