Some more info:

Before I do virsh -c lxc:/// start lxc1 here are running dhcp processes:

root 1707 0.0 0.0 10232 3696 ? S 10:04 0:00
/sbin/dhclient -d -sf /usr/lib/NetworkManager/nm-dhcp-client.action -pf
/run/sendsigs.omit.d/network-manager.dhclient-eth0.pid -lf
/var/lib/NetworkManager/dhclient-f1d2d096-1888-4f7d-
a3c0-c9a2421ae0e2-eth0.lease -cf /var/lib/NetworkManager/dhclient-
eth0.conf eth0

i.e just network manager initiated dhcp.

After the domain starts I see:

root 589 0.0 0.0 4444 648 ? S 11:58 0:00 /bin/sh -c

Several minutes later:

So definitely starting dhcp for eth0. Very strange. There is quite a bit of
traffic in syslog at the time (attached).
