Public bug reported:

Binary package hint: xfce4-panel

To reproduce:
 Edit your xfce4-panel in Hoary.
 Upgrade to Breezy
 Upgrade to Dapper
Result: The customized panel is gone. There's only a tiny
placeholder on a new panel in the top left corner.

'Workaround': rebuild the panel from scratch.
This is VERY USER-UNFRIENDLY and TIME CONSUMING!

There is no notice in /usr/share/doc/xfce4-panel/README
or any documentation dealing with upgrading that would
indicate such a behaviour, nor is there (a pointer to) any
script to facilitate the migration.

I'm very disappointed.

** Affects: xfce4-panel (Ubuntu)
     Importance: Untriaged
         Status: Unconfirmed
