OK, just as an demonstration how to reproduce the urfkill problem:

1. flash a device
2. check that flightmode is off and wifi is on
3. enable flightmode

after this "rfkill list" shows as expected:
0: phy0: Wireless LAN
        Soft blocked: yes
        Hard blocked: no
1: hci0: Bluetooth
        Soft blocked: yes
        Hard blocked: no

but the WLAN killswitch state is wrong:
 phablet@ubuntu-phablet:~$ dbus-send --system --print-reply 
--dest=org.freedesktop.URfkill /org/freedesktop/URfkill/WLAN 
org.freedesktop.DBus.Properties.Get string:org.freedesktop.URfkill.Killswitch 
string:state
method return sender=:1.2 -> dest=:1.69 reply_serial=2
   variant       int32 0

0 means unblocked, should be 1 (soft-blocked)
