whenever there is a power loss or incomplete shutdown, the next
subsequent boot comes up with the system time set such that the local
time shows the time that would be correct for the UTC time, until such
time as ntpdate or ntpd get a chance to correct the system time.

this must mean that shutdown code has been given the responsibility to
adjust the hardware clock to my chosen setting of local time.  imho this
is a design bug.  imo a better design would apply the offset from UTC to
the hardware clock during regular system uptime.

yes i am aware of the age-old advice to choose UTC for the hardware
clock.  imho this advice is given to divert attention away from the
aforementioned design bug.  choosing local time for the hardware clock
allows the bios time rendering to match local time rather than UTC.  and
this choice allows for better compatibility with dual booting other
operating systems.  not that either of these reasons should be necessary
to advocate for a more robust and elegantly simple implementation of a
simple core linux feature.
