I have a system with two users (bob and alice) granted administrator privileges. Both users are typically logged in, using 'switch user' to change between them. The update manager will indicate to user bob that updates are available, but bob ignores the dialog. When alice switches to her desktop, there is an active app on the unity bar for 'Software Updater'. The shortcut is not responsive to clicking or middle- clicking. Running 'update-manager' from the command line has no effect as well.
