I dont understand your last point; I dont know how flash-kernel got pulled/called in the specific use case of this bug. This is what needs to be fixed to fit with the current approach: flash-kernel should not be installed since you dont really want the boot stuff to be installed, or if it is indeed needed then other packages ought to be pulled at the same time.
