Cliff,

when you boot with systemd (using kernel line:
init=/lib/systemd/systemd), it seems the newest package systemd-shim and
cgmanager are not fully installed (configured). This is why you can
still boot with systemd.

However, if you first boot with upstart (do not use the kernel line:
init=/lib/systemd/systemd), the new systemd-shim with cgmanager can be
fully installed (configured). After this you may not anymore be able to
boot with systemd.
