Explanation of the Ubuntu delta and why it can be dropped:
Newly-introduced package in Debian was based off of the current package in
Ubuntu.
Changelog entries since current utopic version 0.5.7-0ubuntu4:
gstreamer-vaapi (0.5.9-1) unstable; urgency=medium
* New upstream release.
* Add new build-dep: libwayland-dev.
