I know this is an old thread, however this has just happened to me on ubuntu 14.04, I had not made any change to /etc/shadow myself, and this is a fairly clean/new install. I came across this bug directed from here http://askubuntu.com/questions/128785/lock-screen-password-incorrect so this seems to be a common occurrence - is it worth reopening this and investigating why the permissions on /etc/shadow keep changing?
