Public bug reported: Run the phone setup wizard. When reaching the wifi page click on an AP. Then the connection popup appears as expected, but UI wise you can now activate four buttons, that is "Cancel" and "Connect" from the popup and "Back" and "Continue" from the wizard page as the popup is not modal. The latter might be fine (or maybe this is the actual bug, design to decide) but then the popup should still go away when leaving the wizard page either by clicking "Back" or "Continue".
