This is still a problem on Trusty 14.04 (synaptic 0.81.1ubuntu1). Because I use a local apt-cacher-ng service, I have this config file:
$ cat /etc/apt/apt.conf.d/02nocache Dir::Cache::srcpkgcache ""; Dir::Cache::pkgcache ""; Upon starting, Synaptic displays a dialog box containing: E: Could not open file - open (2: No such file or directory) E: _cache->open() failed, please report.
