This is intentional. Select from stock will only be available if the
stock images are available. Since Xubuntu does not ship the GNOME
desktop environment, it also does not provide the gnome-control-center-
shared-data package. At some point in the future, Xubuntu may choose to
include their own curated stock images, but this is not on the current
roadmap.
