The menu entry might have been fixed in trusty. Note: You need to enable
the tray icon via xfce4-power-manager-settings to test it, because it is
hidden by default and the power indicator is visible instead.

The current development release of Xubuntu (utopic) switched to the new
xfce4-power-manager panel plugin and opening the online help page works
as expected.
