Public bug reported:

module-init-tools is a transitional dummy package to transition to kmod,
so initramfs-tools shouldn't depend on it.

It should directly depend on kmod instead. This wouldn't bring in any
new packages or require any code changes, because initramfs-tools
already indirectly depends on kmod.
