Public bug reported:

Picking the first valid APN was a design decision which has resulted to
be a poor choice as we have multiple matches for MVNOs as the MNC and
MCC matches the parent operator.

To avoid this conundrum, the bug is to:

- return a list of valid MMS contexts
- try to activate each one at a time
- mark the one that activates as preferred.
- on the next call to get the list of valid MMS contexts; make the preferred 
context the runner up.
