I'm unable to trigger a new bug report, as apport was already running when I did the first installation. Upon further examination, here's what I've found is happening: If I install grub-common 2.02~beta2-9 and then try to do the upgrade, it replaces that with grub-common 2.02~beta2-9ubuntu1 and then grub2-common fails because it's still looking for grub-common 2.02~beta2-9 (without the ubuntu1 at the end).
