I noticed that not all packages installed on my system are displayed as
being installed in Apper (green check mark next to the package name in
the leftmost column).

Specifically, I installed postgresql-9.1 using the package of the same
name listed in Apper. There is a dependency of postgresql-client-9.1 and
it is installed when you install the main package. However, in the list
of packages in Apper there is no checkbox next to its name showing that
it is installed.

I have taken a screen capture of Apper showing that postgresql-9.1 is
installed, and I have selected its dependencies which shows that the
package postgresql-client-9.1 is installed because it has a green check
next to its name, but at the same time there is no check whatsoever in
the main list of packages above. I made the window large enough so that
you may see all three places at the same time to make the bug obvious.

Here is the output of apt-cache policy postgresql-client-9.1
postgresql-client-9.1:
  Installed: 9.1.1-1
  Candidate: 9.1.1-1
  Version table:
 *** 9.1.1-1 0
        500 http://us.archive.ubuntu.com/ubuntu/ oneiric/main amd64 Packages
        100 /var/lib/dpkg/status

So, it is definitely installed, but that fact is missing from Apper.

Reproducible: Always

Steps to Reproduce:
Install postgresql-9.1
Look to see if the client is installed using apt-cache policy, then look to see
if it is installed using Apper's GUI

Actual Results:
Looks like it is not installed.

Expected Results:
Green checkbox next to installed packages.

Is this the same problem here @Fedora20 KDE

I've installed a lot of packages today using Apper(Yum-Packagekit)
Most of them now are marked as installed with this green arrow.

But for example aspell-ca, hunspell-ca, mythes-ca, are NOT marked as
installed.

I was not shure if they have been installed becouse of this, and I tried to
install them again.
An error message popped up, telling me the packages are allready installed.
Spellchecking works fine in catalan...
But the packages stay not marked as installed in Apper.
