Public bug reported: The process for creating a swap partition on Ubuntu VMs on Azure is not well understood or documented. Most of the documentation on Azure generally refers to using the walinuxagent to manage the swap space on the resource disk (ephemeral disk). However, Ubuntu VMs use cloud-init for managing the resource disk.
