I am using Hebrew layout on Ubuntu 14.04 and Ubuntu Gnome 14.04. The bug exists on both. The only workaround I found was to change the Hebrew layout to Hebrew Lyx. This solves the problem of shortcuts, which is great!
However it introduces a new minor problem: In the normal Hebrew layout pressing Shift or Caps Lock allows writing characters in uppercase English - this is very convenient when you want to add only several English words to a sentence.
