Public bug reported:

If you change the language, a box pops up showing:

"The phone needs to restart for changes to take effect:"

Two buttons are displayed: "Restart Now" and "Cancel", both are light
grey.

There are 2 problems here:

1) My locale is set to French so the messages should be localised.
2) Both buttons are light grey.

To explain (2)...

Holding down the physical power button shows the power menu with options
to shutdown, reboot and cancel. But on this menu:

a) The messages are localised (correctly).
b) The buttons are coloured:
   - shutdown is red.
   - restart is green.
   - cancel is dark grey.

So there is inconsistency in the use of colour for the same operations
across these 2 menus. Assuming the main power menu is correct, then the
"language restart" menu needs to be modified to:

i) Change the "Restart Now" button to green.
ii) Change the Cancel button to dark grey.

** Affects: ubuntu-system-settings (Ubuntu)
     Importance: Undecided
