This is because modems behave differently. Some modems allow calling
org.ofono.SimManager.UnlockPin without requiring the SIM to be unlocked
(via EnterPin) first, and some modems dont

What's happening here is that olga's device (krillin?) would require the
modem to be unlocked (EnterPin) first. Because of this the call to
org.ofono.SimManager.UnlockPin() is failing, and hence the "Incorrect
PIN" error, but as the call is failing, the pin retry count is not being
reduced by the modem, and hence it staying in "3 attempts left".
