I'm not confused at all; the Rotate screen ("Tools" > "Preferences" > "All" > "Video" > "Filters" > "Rotate") does not mention that it also does cropping and letterboxing. In the highly unlikely event that anyone actually wanted cropping and letterboxing too, they could use the Cropadd filter for it.
