Hm. I just installed Apache2 with "apt-get install apache2" under Feisty
Fawn some time ago and then configured WebDAV and it didn't work.

I recognized that /var/lock/apache2 belonged to root and changed it to
www-data. But after an apache-upgrade it belonged to root again.
