Observed again today. It results in 100s of lines of errors and stack-traces in Apache's error.log. It would be good to fix this in packaging, but we can also help in MAAS itself, by retrying in start_up.py every second or two, and handling the exception ourselves.
A recent example of the error, running on Trusty, using packages from trunk r3243: mod_wsgi (pid=28482): Target WSGI script '/usr/share/maas/wsgi.py' cannot be loaded as Python module. mod_wsgi (pid=28482): Exception occurred processing WSGI script '/usr/share/maas/wsgi.py'.
