According to the manpage (and to me using it):

-s, --section=foo[,bar,..]
Specify the section of Debian to mirror. Defaults to 
"main,contrib,non-free,main/debian-installer".

According to the debian glossary (and other usage), "section" is something like 
"kde" or "games":

Which is consistent with its usage in debian/control files: "Section".
debmirror seems to mean "component".

Furthermore, in the debmirror man page, it uses "section" correctly, but calls 
it "Debian Section":
--exclude-deb-section=regex
Never download any files whose Debian Section (games, doc, oldlibs, science, 
...) match the regex. May be used multiple times.

Functionally, this means I can't just mirror the section "base" without
doing --exclude-deb-section=kde,games,...
