Public bug reported:
STEPS:
1. Have a phone with no sims in
2. Flash a fresh image
3. On the page that says insert sim and reboot, Insert the sim and then try to
reboot
EXPECTED:
I expect a button to reboot the phone or to press the power button and get the
power down option like on the main system
ACTUAL:
There is no dialog and no button and no obvious way to actually reboot.
