It seems that there's a problem with how unity handles "stretching/repeating" images, assuming that curved side panel is stored as whole image but Panel and bottom parts are streched or repeated to fit desktop. P. S. KDE and elementary OS both work just fine so it's not hardware or ati driver (and x1250 is supported by linux ati driver).
