Well, Ubuntu based on Debian (mostly testing stage). If i'm looking here https://packages.qa.debian.org/e/e2fsprogs.html, we can see that Debian has no support for extended etx4 features yet and it looks like that take a while. Probably it was a little bit optimistic to add such features to the release notes.
