This happens to me as well (Nexus4, dual boot from dev channel). To work around this, I have to execute the following commands:
/usr/share/urfkill/scripts/flight-mode 1 # turn on flight mode /usr/share/urfkill/scripts/flight-mode 0 # turn off flight mode After this, the phone may no longer say "No SIM detected", but the mobile carrier may be still listed as "Unknown". To fix this, I further exec the next command: /usr/share/ofono/scripts/enter-pin pin xxxx Where xxxx is my SIM's pin and now I can connect to my carrier.
