I think that whether list items have borders should be up to the list.
If a list uses borders, every cell should have both top and bottom
borders, which should collapse CSS-like so that they don't double up.
And when a bordered list cell contains an OptionSelector *or* a text
field, to reduce visual noise, that control should not have its own
border *or* background color.

However, I don't think any of that should be relevant to this bug,
because I don't think this dialog's contents should be list items in the
first place. There is nothing list-like about them, they're just laid
out vertically. The "Network name" text field has a rounded border, as
it should, and so should the OptionSelector.
