The upstream glibc standard is /dev/shm/; Debian introduced /run/shm/ a while ago essentially because "it looks nicer" (https://wiki.debian.org/ReleaseGoals/RunDirectory), which led to all this confusion and complicated postinst code to move directories and symlinks back and forth :-(
