Public bug reported:

On Ubuntu 14.04.1, libapache2-mod-auth-cas vs. 1.0.9.1-4, requring a
cas-attribute fails with the error "Unknown Authz provider: cas-
attribute".

Compiling the code referenced in the upstream pull request to add
support for 2.4 (https://github.com/Jasig/mod_auth_cas/pull/60) fixes
this bug when compiled with apxs2 -i -lssl -lcurl -c mod_auth_cas.c
cas_saml_attr.c
