Explanation of the Ubuntu delta and why it can be dropped:
* debian/patches/arm64_makefile.patch: Reintroduce arm64 Makefile.
* Merge from Debian, remaining changes (LP: #1267128):
- Add ARM64 platform support.
Debian seems to support arm64 now
