John, the issue now reoccurred for me, too. Just after re-applying my
fix, I was able to shutdown and reboot just fine, so it's not every cold
boot that messes things up. But when I then ran Synaptic to install the
latest updates, shutdown, and tried to re-start, the problem reoccurred!

So, it seems that a package installation breaks the system again (which
is quite logical, as a package repair fixes the problem).
