Hey,

I have just found a workaround by chance: purging xserver-xorg-video-
nouveau (without replacing it by a Nvidia driver) from the system
removes the freezing issue during shutdown!

That's very strange because the driver is loaded with initrd during the
boot, meaning rebooting after the removal does not prevent X Server from
using the nouveau driver... without the shutdown issue that was directly
caused by the same driver.

Maybe someone can shed light on this mystery.
