This is probably either a network connectivity issue or related to
censorship / nation-wide firewall in china, as you mention.

So you'd need to fix your internet connection or ask your government to
allow access to the google chrome download (not sure if there's a place
where you can ask for great firewall exceptions or if that'd be
dangerous / illegal). There's nothing that can be fixed in the package,
as far as I can tell.
