I have:

network-manager:i386/trusty 0.9.8.8-0ubuntu7 uptodate
network-manager-vpnc:i386/trusty 0.9.8.6-1ubuntu2 uptodate

on my 32-bit 14.04 install (upgraded from 13.10).

My clean 64-bit 14.04 install had the same problem right from the
beginning, but it's possible I may have copied over my settings from my
existing upgraded installation. Can't remember if I did that or not, but
if I did then maybe that's what messed up my clean install.
