Please create /etc/udev/rules.d/50-firmware.rules with

  SUBSYSTEM=="firmware", ACTION=="add", RUN="/bin/false"

and see whether that improves things? To be honest I don't know exactly
what the kernel expects from the userspace helper, but it's worth a try.
