STEPS:
1. install any version of ubuntu on manta
2. open settings app
3. tap on bluetooth
4. tap on the toggle switch
5. drag down the indicator bar and highlight bluetooth
6. tap on the toggle switch
EXPECTED:
Blue tooth is enabled and can access bluetooth devices
ACTUAL:
The toggle switch is immediately switched back to the off position.
