Trying to fulfill your request led me to figure out what is happening,
and why it is my dumb mistake, no creepy, crawly bug here.

What I meant about "no passphrase" actually is, you need to fill it the
first time, then after that the passphrase is not asked for.  This
latter was what freaked me out.

Trying to frame that phrase above in my initial stab at an answer to
your email, I suddenly remembered that there were several options: turns
out, I had chosen "remember passphrase til I log out" but really wanted
"forget it immediately." (See attached screenshot.)

Rebooting, plugging device in, choosing forget immediately leads to the
desired behavior.  There's a slight booby trap, from my perspective: the
default option is "remember til log out," I'll need to look into
changing that default.

So, in summary, no bug, just poorly understood feature on my part.
