I ran into this issue in the unstable Vivid release, and I had to comment out the "'problem_types': ['Bug', 'Package']," line in /etc/apport/crashdb.conf to get apport-bug working again. https://help.ubuntu.com/community/ReportingBugs suggests that you only need to do this for stable releases, though.
