Public bug reported:

Installing 14.04 desktop from a live session. The swap partition had
been turned off using gparted. The swap partition is one of a number of
manually set partitions on a 2 disk (HDD & SSD) install. Without the
swap partition turned off, the install script stalls at the point at
which packages should start to be installed. The system has 16GiB of
RAM.
