I can also confirm this was working during Alpha 2 testing.
Further, trying to run lubuntu-software-center from LXTerminal produces
the following error message:

It seems this is also caused by a missing config file.
Additionally, trying to create the directory ~/.config/lsc failed due to
lack of permissions.
