Root owning ~/.config is definitely the cause of the problem.

At some point in the startup process, a file is written to
/home/lubuntu/.config/ubuntu-system-settings/wizard-has-run

Apparently it is written by root, causing root to own the file.

** Attachment added: "output of ls -alR ~/.config"

https://bugs.launchpad.net/ubuntu/+source/xpad/+bug/1414341/+attachment/4305175/+files/ls-config.txt

** Summary changed:

- The program "xpad" failed to load on Lubuntu 15.04 LiveCd. An error message
displayed, "Could not open directory /home/lubuntu/.config/xpad. This directory
is needed to store preference and pad information. Xpad will now close." After
manually creating the required folder, the error was fixed.r
+ Xpad fails to load on Lubuntu 15.04 LiveCD because root owns ~/.config

       Status: New
