Hi Don,

So I can make sure I understand properly, when you hit F12 you can
select Windows or Ubuntu and they both boot properly when selected, and
on top of that, when you select Ubuntu you get the Grub menu and can
choose between Ubuntu and Windows there as well?

I'm trying to confirm that the only problem at this point is that you
need to hit F12 to get to Ubuntu; otherwise the computer boots straight
to Windows?

Furthermore, what make and model of system is this? Could there be a
BIOS firmware update available that would allow enabling boot order
selection? Does boot priority currently only give you a choice between
"UEFI first" and "BIOS first"?

Finally, try to run 'efibootmgr' from Ubuntu and include its output here
on the bug.

Thanks!
