I have the same problem with my mass storage iRiver T60: (2.6.22-11-generic,
gutsy, board MSI 6380).
dmesg:
[21237.397053] new high speed USB device using ehci_hcd and address 10
[21239.928786] usb 4-1: unable to read config index 0 descriptor/start
[21239.928794] usb 4-1: chopping to 0 config(s)
[21239.929283] usb 4-1: string descriptor 0 read error: -71
[21239.929781] usb 4-1: string descriptor 0 read error: -71
[21239.929937] usb 4-1: no configuration chosen from 0 choices
sometimes the error is -110.
USB flash disk works fine:
[19578.434117] usb 4-1: new high speed USB device using ehci_hcd and address 3
[19578.567051] usb 4-1: configuration #1 chosen from 1 choice

etc => ok
After `modprobe -r ehci_hcd` dmesg says:
[21379.989606] usb 1-1: new full speed USB device using uhci_hcd and address 3
[21380.186528] usb 1-1: configuration #1 chosen from 1 choice

[21380.193881] usb-storage: waiting for device to settle before scanning
[21385.192064] usb-storage: device scan complete
etc
and /dev/sda is created and iRiver can be mounted but I haven't tested whether
it is as USB2.0 fast yet.
